Early and Periodic Screening, Diagnosis and Treatment Exception to Policy
A Good Idea
Description
The goal of the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Exception to Policy program is to increase the amount of Medicaid-enrolled children who receive oral screenings and fluoride varnish applications by ensuring that providers will be reimbursed for these services.
This program was developed as a direct result of the significant lack of access to dental care in Iowa and the need to make oral health care more available to low-income families. Dental hygienists employed at public health clinics, WIC clinics, preschools, day care facilities, schools, and Head Start centers conduct oral screenings and apply the fluoride varnish. Dental hygienists also provide oral health education, refer children to local dentists, and remain active throughout the treatment process.

Goal / Mission

Results / Accomplishments
In one county in Iowa, EPSDT participation rates increased from 37% in 1998 to 59% in 2004. Other counties throughout the state also reported similar increases in participation rates.
